I’m having the same problem. Any secondary layouts’ sub-fields are added to the first layout group. No sub-layouts can be created.
I’ve also tried this method (strtotime) explained here with the same results. Every entry returns today’s date in the applied format:

I think I might have been over-thinking this. I resolved this with the following:
