wp-admin/user-edit.php role fields not ajax-ing

Hello

I have set up a couple of field groups for some different user roles.

When I create a new user I select their role from the drop down but the field group is not shown until after save/creation.

Is this a known / expected behavior? If so are there any known workarounds?
