Would I be able to use/leverage ACF to allow logged in users the ability to submit images to a post?
So there would be a post published to the site and then there would be the ability for users to be able to upload images to the post.
Essentially it would be like having an ACF gallery field on a post, and then users would be able to add to the gallery images (rather than the admin adding to the gallery field in the backend).
Is this possible?

Yes you should be able to create an image, gallery or file field and assign it to a frontend form so that your users can upload images and assign them to the post using the acf_form() function.
