Update the related custom taxonomy

The case:
I have two related taxonomy Countries and Rulers, the type of relationship one-to-many. What I want to do: automatically set a Country for a new Ruler, when a user adds a Ruler via the ACF popup from the Post edit page (field type > select2).
Is this possible? How to implement that?
