Is it possible to create such Tab repeater configuration?

No, having each row of a repeater be a new tab is not possible at this time.

Maybe a few years late to the party but I just discovered this plugin: https://github.com/JamesParkNINJA/acf-repeater-tabs

Seems to work for me for now….
