Repeater fields only allow edit to all admins but one

On a repeater field, how can I disable the remove and add rows after the main admin has added the content, all I need is the users to update the data but not be able to eliminate or add any more, also how can that repeater hide specific textfields for those users as well, so some of the data never gets changed?
