Here’s what I want to do. I want to make a bunch of field groups that represent page sections or widgets etc. I want to then add a content field group to each page which is a repeater field. Each row will be another field group which I can select and then fill out the fields for that field group. Is this at all possible?

Unfortunately, it’s not possible in the current version of ACF yet. If you want, you can use the PHP code to make the field groups dynamically. This page should give you more idea about it: https://www.advancedcustomfields.com/resources/register-fields-via-php/.
