Register blocks through custom plugin

Is it possible to register a block (using ACF Pro) through a custom plugin?

I don’t have access to modifying the theme (which is the way shown in the documentation), but I could create a plugin and upload it.

I’m not an experienced developer, so I’d appreciate if there is some guided tuto about this.
