Prevent accordion collapsing

Hi,

Just wondering if anyone has done this and if there is an easy way to achieve this. I have options page which has tabs inside accordion, so content isn’t very tall. So I would like to just prevent users from being able to collapse the accordions at all. Seems like the state of collapse is saved per user profile so this is quite annoying especially in case of shared accounts.
