The forum was used to submit support tickets a long time ago. But the plugin author decided to move the support to email-based tickets to give better support. You can also see a notice when you create a new topic. And now, the forum is used by the community for sharing ideas and helping others.
The plugin author rarely visits the forum, but he always checks the support tickets. So, if you want the plugin author sees your request, the best way would be opening a support ticket.
