PHP Export and Fields Won't Save

I have a big multi-site, and I would like for all sites to use fields I made on one site. I exported the php and included in a file the functions file include.

I can see the fields in the appropriate places, but they will not save. I can get them to save by importing the JSON file, but that will not work as I would have to do that on over 200 sites.

Am I missing something that the PHP export will not work on its own?
