Only allow logged in users to download uploaded files

1. Will this be possible for uploaded files even if URI is known?

2. Also, is there a way to cloak the real URI so the link displayed with mouse hover will be something like:

http://mysite.com/getfile_11223

will get the actual file from

http://mysite.com/wp-content/uploads/2013/10/file.doc

without possible for logged in user to know it.
