“No block types exist”

I’m trying to follow the tutorial for creating an acf block:

I’ve set up a fresh vhost and installed the latest version of acf.
Following the tutorial, I’ve created a child theme, created the directories and edited and added the files.

After creating the fields, I can’t assign them to a block.
The Location Rules setting can’t find a block to assign the field group to.

What could be preventing acf from finding the block?
