Network admin does not allow for ACF fields to be used, can only be used in specific multi-sites. Is this as expected? It seems odd that it would be set up this way because we want to have our users in the ‘root’ of the admin and available throughout each site, rather than have to make one of the multi-sites the ‘parent’, which appears to be what we have to do.
ACF has never been able to add options pages to the network admin or add fields there.
The main reason, I would guess, is that here is no “wp_posts” table that applies to the network admin and this is where ACF stores all information about the field groups and fields. Event if you could create an options page there ACF would still need a specific site to store the fields in.
