I have an excel document that has three columns, one is the post ID, the second is the first subfield for the repeater, and the third column is the second subfield for the repeater.
Is there any way I can bulk import these into ACF?

Currently, there is no import tool for the repeater field.
You would need to code up a custom script to read in the data and use the update_field function to set the repeater field data.
perhaps Google may uncover a fellow dev who has written something for this task.
Hopefully in the future, this kind of functionality can be included into the plugin, but for now this is not possible.
