How do I get access to a ACF field value of a specific user? The field displays fine and I am able to set a value as a user (add / edit) but I am unable to get the value set through the WP built in functions wp_get_current_user() and get_user_meta()

Not sure when you are trying to get the values. You cannot get acf field values until the ‘acf/init’ hook. You need to plan your code to get the value on or after this hook is fired.
