How to display single value from Repeater

I’m wondering if this is possible.

I have a repeater (table format w/ 6 columns) and values are coming US States Tax % and Combined Tax % to display in the front-end. I don’t see exactly what type of code I need to use to be able to display when <select> field function onSelect selected a certain state.

Note: the onSelect will set a parameter from the url where the value is coming from.
