I know that is a question for beginners but I can not understand where I have to insert the code CSS and JAVA to view google maps in the front-end.

You generally need to put the CSS and JS in the <head> tag of your page’s template. Usually, that would be found in the header.php file within your wordpress theme.
Then, there is another script that needs to be put in the page’s template that actually displays the map.
the ‘display’ code will not work unless you have the correct code in the <head>
