Form field “File” seems to be forcing required

Form field “File” seems to be required even though in “Validation” it is not set to required. When I try to update my post it fails validation because I have not yet selected a file. This should not be the case and I should be able to update my post even if a file is not selected since it is not set to required.

I am currently using the latest version: 6.1.7

Any tips on how to fix this?
