Filter post object list by other selected value

Is this possible/how do you do it with ACF?

I’ve got a custom post type “City.” Each City post has a custom field that pulls in the custom post type “State,” and thus associates it with that State.

There’s a third post type, “Reports.” When a user adds a new Report, they select State and then City via post object fields. When a user selects a specific State, is it possible to have the City post object field filter down to only the City posts that have that State selected?
