Create a page "Configuration settings"

Hello,
I would like to know if it’s possible to create a setting page to configure in back office :

> logo image
> Name of the company :
> main color :
> secondary color :
> contact email
…

I know that we can do it from Appearance > Personnalize but I want to add a page above “Tools” for example. Is it possible to do it with ACF ?
