checkbox show all labels

hello,

For checkbox the output on front end is for the selected checkbox choices.
Is there a way to show all checkbox choices including unchecked ones?
So what is shown on the Edit screen basically (including even the boxes ticked/unticked). I would like user to see the unselected choices as well. And showing the Label only not the value.
