Change Front End Order

Hello I have created a field group with the sections I want the user to be able to change the order of the fields. However, when I go to create sections I cannot reorder them.

I am not sure what it is I am doing wrong.

Attached is a screenshot of the page with the acf layout.
For this example for instance I am wanting to be able to drag the products section above the key points section or vice versa. Both fields are in a repeater since I want them to be able to add the section more than once if necessary and the order of the section needs to be different since different pages will have different content.
