Can\'t upload an image bigger than 1mb

Can’t upload an image bigger than 1mb even tho the max file size is set to 100mb.

Using a front end form, image is for profile pic, upload images under 1mb no problem, if bigger they never get to the media folder but I can drag and drop an image bigger than 1 mb no problem.
