Can’t add Settings Location Rules

I am trying to add a new location rule for an existing field group. Clicking the “and” and “Add rule group” buttons with link destination /wp-admin/post.php?post=61921&action=edit#, which works in other areas of the admin page, has no effect.

From other posts, I think that this is a javascript issue, but I am not sure how to resolve.

Why would this work in some areas and not others?
