Can the error message of a validate_value contain a URL?

I am returning a URL in the message if the validation for a field fails.

When I hover over the link, the displayed URL in the browser looks fine. If I right-click on the link and say open in new window it opens fine.

However, if I directly click on the link in the validation bubble. The validation bubble appears to slide behind field title (except for the pointer) and the URL doesn’t open.

My question is, should there be any reason I can’t return a URL or could this be a bug?
