Can I read CSV content?

Hi all,

I have a prepared CSV with two columns with it. And also I can use ACF File upload to upload the file. Is there any way to read its content in front end coding?

Or is there anyway to upload particular CSV file to a repeater field values as I have thousands of fields within it?
