Button to view pdf file

On a Woocommerce product page I would like to add a button (or similar) to enable a user to upload a PDF file (e.g. a USER Guide) from Media or an URL.
Once visible I would like the User to be able to save this file to his desktop.

If possible I would like a button (say: download user guide) when clicked to save a pdf file from media or URL directly to his desktop.
