Alter a field value on update and load based on another field?

I have an event post type which features a date/time picker along with a field for selecting a timezone.

My goal is to run my site on UTC and convert the date/time to and from UTC based on the timezone selected.

I need to be able to alter the field’s value on load and update so that I can maintain the UTC time in the database, while showing the user the time based on their selected timezone.

I’m trying to figure out how best to do this as there is a reliance on the content of another field to make it work.
