Allow users create new terms in taxonomy fields

Hey,
I have given post edit capabilities to some user roles, but apparently they don’t see the plus icon in acf taxonomy fields, while administrators do. The field is a multi selection field, with create-terms set as true, along with save-terms and load-terms.

I believe that the user would also need the “manage_terms” capability on for the post type.

How can I implement this front-end term creation?

I imagine that I could list terms created by the current user and a box to create one and then allowing the user to assign that post to that term.

Also what is better, tag or category?
