I want to know if I can and how to create and add custom required checkbox on my order checkout page? I have install the plugin but in the “Location” – Show this field group if: “Checkout” is equal to “Review order before submit”.

This plugin is not maintained by the developer of ACF.
You will need to build a way to do this yourself, the code is still available right now and you might be able to figure it out, I don’t know https://plugins.trac.wordpress.org/browser/acf-for-woocommerce/trunk
