add fields to "add/edit attachment" screens

Can I add fields to the attachment screen when a user adds an image using the WordPress “add media” button in the main content wysiwyg editor?

When I try to create a new field group, in the “location” box, I was hoping to see “Show this field group if” Post Type is equal to Attachment.

Is there any way to do this?

If this is already documented, a link to the documentation would be great; I’ve searched but can’t find anything about how to do this.

To do this, the correct location rule should be :
Show field group if “Attachment” == “All”
