The best thing to do is to use a caching plugin. That way your site won’t need to get the data from your database every time the page is loaded. The Local JSON works with ACF PRO, but it will only reduce the query to get the custom fields’ options, not the custom fields’ value. You can try it if you want. This page should give you more idea about it: https://www.advancedcustomfields.com/resources/local-json/.

Please keep in mind that the Local JSON files will be created when you saved the field group. Could you please resave your field groups and see if ACF creates the Local JSON files?
If that doesn’t work, could you please try it with the default directory name (
If still no joy, please make sure that your local server has the permission to create the files in that folder.
