If you are using ACF5, there is a plugin that does this (https://wordpress.org/plugins/user-role-field-setting-for-acf/), or it can be using and acf/prepare_field filter https://www.advancedcustomfields.com/resources/acf-prepare_field/
Normally you would put these fields in a different field group that is only available to admins, or whatever role should be allowed to edit them.
