I think it should be something like this:

if( function_exists('acf_add_options_page') ) {
	
    if( get_current_blog_id() == 1 ) {
        
        // register the options page for root here
        acf_add_options_page();
        
    } else {
        
        // register the options page for other sites
        acf_add_options_page();
        
    }
	
}
