I just tested this on a site and it worked as expected and I could not recreate what you’re seeing.
What version of ACF are you useing?
Have you tried deactivating other plugins or on a different theme?
The only thing I can think of here is that there is some type of JavaScript error that’s causing the issue. If another script causes and error it may cause the script used for the upload to malfunction.
