Had this same issue, attempted to modify or even disable ModSecurity to no avail. Seems the CDN network was locking me out, I was able to bypass the cache by turning it off temporarily to make the change. I suspect there is actually something else underlying this, would have to go sniffing request and error logs if it comes up again.
