Wysiwyg Editor – Force only "Insert From URL"

Good day,

I’d like to use Wysiwyg Editor for front end post creation, but would like to force only “Insert From URL” for the inline media add. Is there a possibility to tap into the arguments passed to TinyMCE or the uploader?

I pretty much only need this: https://wordpress.org/plugins/image-upload-for-bbpress/
