I’ve been putting together a page that needs 23 row from what I have set up for the flexible content field, but I’m getting stuck at 20. Once I have added a 20th row I’m unable to add any more rows. I can click to add a new row, but nothing shows up. I’m not getting any PHP errors. Before I had run into the max_input_vars issue, but that doesn’t seem to be the issue here.

I would lodge a support ticket to your host and ask them if any errors have been logged within a time frame (when you saved the post) that could help explain why some data was not saved?
The issue could be that the database did not allow x amount of data to be modified in one page load, or that the server did not allow x amount of variables / memory to be used in one page load.
