Taxonomy: Allow only parent options

I have a Taxonomy where there are a groups of terms with children. Displayed as checkboxes. In a front-end form.

How would you go about forcing users to select one Parent first, then as many children of that Parent as they like?

I’m thinking using Javascript might be the only way to do this?

Yes… I’m not a JS pro but you can hide the fields by CSS with display: none and the remove display: none with an on.click action.
