Required field bug in Repeater

I add a Repeater in my custom field group and add 2 textboxes in the Repeater. Both of them are ‘Required’.

When I using this field group to create posts, add a row, both required textboxes are empty, (or either one is empty), save the post.
I expected it cannot save. But actually, it saved.
