register field programmatically on "add new layout"

I need to have the same standard text field as the first field in all layouts in a flexible field. When the “add new layout” is clicked I want that new layout to have the first field to be inserted by the code. This could either be by adding code to some hook that fires when the new layout is created or by adding a link to the “Edit Field Group” page. Any pointers/suggestions greatly appreciated.
