Query Users Based on Taxonomy

I have an ACF taxonomy field associated with users and I need to perform a search query that allows the user to filter by the taxonomy and/or a search term. From what I understand, WP_User_Query doesn’t support tax queries (if that’s still up-to-date?) so this needs to be done another way. How can I query users by taxonomy properly? Where in the database is ACF saving this taxonomy field?
