Pro license for 1 website but multiple environments

We are looking at getting the ACF Pro license for 1 website, however we will have multiple environments (local, staging and production).

Will we be able to use the Personal license which only covers 1 site or will we need a license for each environment?

My understanding is that would count as 3 sites. Your best bet to get a definitive answer to this is to contact the developer.
