pre filter for minimum image dimensions upload

Hello!

Could anybody help with pre-filters? I need to limit image dimensions which could be upload by non admins to a site?
Specifically, I need to set minimum image dimensions to 1200px width and 1200px height and lower dimensions are not allowed to be uploaded to a site, so anybody could help with such a pre filter?
