Marking Custom Field As Required Not Working

As per the title really. I have several custom fields that are marked as being required that its possible to submit whilst empty. As far as I can tell everything is set up fine. However, I do have allow null set to ‘yes’. I need to do this in order to get a Select box to display ‘-select-‘ as the first <option> with no value.

Could the fact I have allow null set to yes mean that because null is allowed,the requirement for this field to be required is being met?

This appears to be working correctly in the latest version of both 4 and 5.
