Issue with Flexible Content behavior

Recently, we noticed that when adding a new block using the plus icon within an existing block, the new block used to be inserted directly above the block where the plus was clicked. However, now this action results in the new block being added at the very bottom of the content area.

This issue occurs in a site using the traditional content editor, with Gutenberg disabled.

Has anyone else experienced similar behavior? Is this a result of a recent change in ACF? (If so, what is the purpose of this change?)
