Flexible content and repeater looks broken

Hey,
as soon as I select the field type to repeater or flexible content the UI looks broken.

I’ve an fresh new WP installation and tried it also with the 2021 theme.

After saving the broken field looks normal. But whwen I create a new field with one of the two types it looks bad again.

PS: I also deactivated all plugins
