Displaying Top Level Field Labels within a Field Group

I would like help displaying all the top level field labels for a field group to build a dynamic anchor linking side nav to content on the page.
In my example I have the About Field Group with three fields called About Introduction, Our Guides, and Contact Us. I would like to loop through the field labels for the field group, make each one a link with an ID that corresponds to the id of it’s complementary block of content on the page.
Rather than hard coding I’d like this to be dynamic so new content can be added, the nav will update w/o a template edit. A real world example is the documentation for Twitter Bootstrap.
