Developer License Authorizations

I want to upgrade my WP Theme Framework to 5.0, but don’t want to have to authorize the ACF PRO plugin for every website that this framework is used on.

Does the Developer License authorize regardless the URL that the site is on? Or does it refer to a whitelist of sites that are authorized to use the developer version?
